主题：互联网平台治理与权力克制
新华社记者从国家网信办获悉，九部委近日印发《关于加强互联网信息服务算法综合治理的指导意见》，提出利用三年左右时间，逐步建立治理机制健全、监管体系完善、算法生态规范的算法安全综合治理格局。
“技术权力”，指的是技术拥有者（往往是技术公司或者互联网平台）通过技术能够获取资源的能力。相比于未掌握技术的网络用户，技术拥有者能够通过算法不均等获取资本（如侵犯用户隐私获利），甚至通过算法分配推送权重从而左右社会舆论。因此，技术权力的克制是治理互联网平台的重要面向，也和我们个人的生活息息相关。本周英语角，一起来聊聊互联网平台治理与技术权力克制这一话题。
Topic:Internet governance/Technology and regulation
The Internet is a vast network of independently-managed networks, woven together by globally standardized data communication protocols. The common adoption and use of these protocols unified the world of information and communications like never before. Millions of digital devices and massive amounts of data, software applications, and electronic services became compatible and interoperable. The Internet created a new environment, a complex and dynamic “cyberspace.”
While Internet connectivity generated innovative new services, capabilities and unprecedented forms of sharing and cooperation, it also created new forms of abuse, surveillance and social conflict. The current progress being made in processing big data and in machine learning is not always to our advantage. Some algorithms are already putting people at a disadvantage today and will have to be regulated. Internet governance is the process whereby cyberspace participants resolve conflicts over these problems and develop a workable order.
